Evacuation emergency shelter for my dog?

I have been together an emergency kit for me and my dog. (Blankets extra food, management, emergency supplies, etc.) But I read somewhere online that if the Red Cross has to set up an emergency shelter in a crisis, no dogs allowed. How I can know now where my dog and I could go in case of an emergency, you do not have to wait until one happens? The online article said to try the vet or a friends house, but what if I can not get to those places? Does anyone have any suggestions? Thank you. Probably should specify the type of emergency that I am talking about something like an earthquake ... so when the hotels and veterinary offices, etc. are not safe to enter, and a shelter is the only option, how would I know which one I take my dog?
